There wasn't even a folder labeled "SystemConfiguration" within the preferences folder, may this be part of the problem? My dorm has no wifi and you can only access the internet through an ethernet connection. so far so good. I have also reinstalled Snow Leopard (and then updated to 10.6.1 via software update). An Airport on-off cycle reconnects, but only for that few minutes. As someone has put it: with Mac it is 90% marketing and only 10% the product. The only network-using program open was Firefox (3.5.4), one tab only, no refreshing.
