To find the Developer Command Prompt for VS2013 you can try looking under Start -> All Programs -> Visual Studio 2013 -> Developer Command prompt for VS2013. The mystery is why those changes can't be made. Whoops. As to HOME -- the home directory under Unix/Linux has been in use for quite a while, with a lot of smart people refining it as a standard. Sumatra has to have its config file moved to $PROGRAMDIRECTORY and back when it's done.
